AS Hoolekandeteenused is a state-owned company operating in almost all counties of Estonia, providing welfare services to more than 1800 clients and employing nearly 900 people.

The main activity of AS Hoolekandeteenused is the provision of welfare services to adults with special mental needs. For children with a mental disorder, we offer services combined with the opportunity to go to school.

Our service portfolio consists of special care services for adults and children with special mental needs. Persons with special mental needs are people with psychotic disorders, mental retardation or organic mental disorders (such as dementia). The total number of people with special needs in Estonia is estimated at 5% of the population. This includes both those who need a 24-hour service and those who are relatively independent and able to work, but only need support services. According to Ministry of Social Affairs projections, the volume of services will increase in the future at the expense of people who are still in residential care.
